Excerpt from Council Minutes, October 10, 2000
 
October 10, 2000

  The regular meeting of the St. John's Municipal Council was held in the Council Chamber,
  City Hall, at 4:30 p.m. today.

  Mayor Andy Wells presided.

  There were present also Deputy Mayor White, Councillors Miller, Duff, Wyatt, O'Keefe,
  Hanrahan, Coombs, and Colbert.

  Regrets: Councillors Galgay and Dinn

  The Chief Commissioner/City Solicitor, Associate Commissioner/Director of Engineering &
  Planning, Acting City Clerk, and the Recording Secretary (Ms. Karen Chafe) were also in attendance.

  Ms. Jackie Smith, Co-Op Student from Bishop's College was also in attendance.
 

Questions - Planning Area 3

  Under business arising, Council considered a memorandum dated October 6, 2000 from the Associate Commissioner/Director of Engineering & Planning in response to questions tabled by Councillor Duff regarding Planning Area 3.

  Councillor Duff, in commenting on the answers, felt that the text in the Municipal Plan is too broad and does not address specific planning areas which should have specific objectives,
  referencing concerns from the residents of Georgestown with respect to proposed major
  developments in that area; and that she has concern that the review process has to be accelerated in order to protect open spaces such as Shamrock Field and Belvedere, currently being considered for rezoning and development.

  The Associate Commissioner/Director of Engineering & Planning noted that as part of the review, consideration is given to what is in the area and how it fits with the overall planning area, and any concerns or policies requested by Council would be addressed during the review. He noted the process is open to permit public consultation following which a series
  of documents incorporating these views will be prepared for a final decision by Council on the proposed revision. During discussion Councillor Coombs referenced the process for public input and suggested that a synopsis be obtained with respect to the process used by other municipalities of similar size in Atlantic Canada. This matter was referred to the Associate Commissioner/Director of Engineering & Planning.

  Deputy Mayor White reiterated that the City follows the appropriate process according to the Municipal Plan and referenced the number of letters written to the Province, the Avalon School Board, the St. John's Health Care Corporation and the Roman Catholic Episcopal Corporation concerning the status of closed/surplus schools, churches and hospitals. His Worship the Mayor noted that the planning amendment process has involved exhaustive public consultation.

  St. John's Municipal Plan Review

  Under business arising, Council considered as information a memorandum dated October 5, 2000 from the Associate Commissioner/Director of Engineering & Planning in response to questions tabled by Councillor Galgay regarding the Municipal Plan Review.

  This matter was referred to the next meeting.

  St. John's Municipal Plan Review/Developments

  Under business arising, Council considered a letter dated September 14, 2000 from Mr. Paul Morrissey regarding the Municipal Plan Review and the development of Shamrock Field.

  No action was taken on this matter.
